FA Punishes Chelsea With Record Fine As Transfer Ban Looms

According to Ireporter Online, the sanctions bring an end to the FA’s investigation into the club’s historic regulatory violations, although authorities confirmed that separate investigations into possible individual misconduct linked to the case are still ongoing.

The breaches reportedly occurred between 2009 and 2022 during the ownership era of Russian businessman Roman Abramovich. The FA disclosed that Chelsea’s current owners, Todd Boehly and Clearlake Capital, voluntarily reported the issues after completing their takeover of the club in 2022.

An independent Regulatory Commission initially imposed a £10 million financial penalty alongside a suspended six-point deduction, which was set to remain inactive until June 30, 2027. However, Chelsea challenged the sporting punishment, leading an independent Appeal Board to overturn the suspended points deduction.

Instead, the Appeal Board replaced the sanction with a suspended ban preventing Chelsea from registering new players for two consecutive transfer windows. The ban will only be activated if the club commits further breaches before June 30, 2027.

The £10 million fine, which Chelsea did not appeal, will be directed towards grassroots football development.

The FA stated that Chelsea had been charged with multiple violations of its regulations after the club’s current ownership revealed the misconduct during the takeover process.

Investigations showed that Chelsea admitted to making about £47 million in undisclosed payments involving unregistered agents and third parties connected to player transfers between 2011 and 2018.

The regulatory panel revealed that the initial financial penalty was calculated at £26 million before being reduced due to Chelsea’s cooperation with investigators. The amount was later adjusted to £17.25 million following the club’s self-reporting, then reduced further after an early admission of wrongdoing and additional considerations over previous penalties imposed by UEFA and the Premier League.

The FA described the final punishment as a suitable measure to penalise Chelsea while preventing similar violations in the future and protecting the integrity of football.

The regulatory commission also noted that the breaches may not have been uncovered if Chelsea’s current ownership had not brought the issues forward.

Reacting to the conclusion of the case, Chelsea expressed satisfaction that the disciplinary process had ended and thanked UEFA, the Premier League and the FA for their cooperation throughout the investigations.

The latest punishment comes months after another disciplinary action against the club, when Chelsea received a nine-month academy transfer ban and a £750,000 fine over alleged breaches involving the registration of academy players between 2019 and 2022.
