Chairing the joint committee tasked with uncovering this pervasive problem, Abubakar Fulata highlighted the seriousness of the matter during a recent plenary session. He emphasized the need for thorough scrutiny to address the root causes and implications of certificate fraud within the public sector.
The impetus for this investigation stemmed from revelations regarding a sophisticated certificate racketeering syndicate allegedly operating out of the Benin Republic. Reports indicate that this syndicate facilitates the sale of fraudulent academic degrees to Nigerian individuals seeking employment opportunities.
A startling exposé shed light on how an undercover journalist was able to obtain a legitimate-looking four-year university degree within a mere six weeks from a university located in Cotonou, Benin Republic. Subsequently, the journalist seamlessly enrolled in the National Youth Service Corps (NYSC) program, raising serious concerns about the vulnerability of the Nigerian educational and employment systems to exploitation by fraudulent qualifications.
Furthermore, the investigation uncovered potential collusion between Nigerian middlemen involved in the racketeering scheme and high-ranking officials at the university in Cotonou. This partnership has facilitated the widespread acquisition and utilization of counterfeit certificates across various sectors in Nigeria.
The House of Representatives views unchecked certificate fraud as a significant threat to the integrity of public institutions and professional sectors, including healthcare, where individuals may be improperly credentialed, posing risks to public safety and exacerbating economic instability.
In response to these alarming findings, the House has tasked its committees on university education, interior and foreign affairs, and youth development with conducting a comprehensive inquiry. Their mandate includes uncovering the extent of certificate racketeering, identifying individuals and institutions involved, and proposing effective measures to eradicate this pervasive menace.
Abubakar Fulata stressed the importance of holding accountable both the perpetrators of certificate fraud and the officials within MDAs who may have knowingly facilitated or turned a blind eye to such illicit activities. The investigation aims to promote accountability, restore trust in public institutions, and safeguard the credibility of educational qualifications within Nigeria’s workforce.
