The proposed legislation, currently awaiting its first reading in the Senate, establishes stringent criteria for civilian firearm ownership.
Key provisions of the bill include mandatory medical certifications from two doctors to assess mental fitness, endorsements from local government chairmen for community validation, certification by a traditional leader, and a criminal record verification by the Divisional Police Officer.
Senator Nwoko, a vocal proponent of civilians’ right to own and carry firearms, emphasized the necessity of the bill amidst the backdrop of escalating violence and insecurity across the nation. During an appearance on Arise TV’s Morning Show, he highlighted the need to empower law-abiding citizens to protect themselves and their properties.
The proposed system involves establishing gun shooting schools in every local government area, run by former military officers. Aspiring gun owners would need to undergo training at these schools, obtain certifications from local authorities, traditional leaders, and medical professionals, and ensure a clean criminal record.
Senator Nwoko justified the bill by pointing out the prevailing lawlessness and the inadequacy of security agents in protecting lives and properties. He argued that the common man is often left vulnerable due to an ill-equipped and ill-funded police force, prompting the need for citizens to have the means to defend themselves.
The proposed bill addresses the urgent need for a comprehensive approach to personal security, considering the challenges faced by Nigerians daily in dealing with various threats, including kidnapping, militancy, and herder-farmer conflicts
