Osun Assembly Passes Critical Legislation To Empower Local Governments

The Osun State House of Assembly has taken a significant step towards enhancing the autonomy of local governments within the state by passing two crucial bills: the Osun State Independent Electoral Commission (Amendment 1) Bill, 2024, and the Osun State Local Government Areas (Creation & Administration) (Amendment 7) Bill, 2024.

During the plenary session held on Tuesday, the Assembly successfully passed these bills, which are designed to bolster the independence and decision-making capabilities of local governments. According to a statement released by Olamide Tiamiyu, spokesperson for the Speaker of the Osun State House of Assembly, Adewale Egbedun, the legislation aligns with a recent Supreme Court judgment that reaffirmed the autonomy of local governments.

The Osun State Independent Electoral Commission Bill seeks to regulate the state’s electoral body, ensuring that elections are conducted fairly and efficiently across the recognized 30 local government areas. It also grants elected local government chairmen the authority to appoint chief administrators for Local Council Development Areas (LCDAs) and the six area councils within their jurisdictions.

In addition, the Local Government Creation and Administration Bill provides these elected chairmen with the power to make appointments that will support the effective administration of their duties. The appointed chief administrators will work closely with the chairmen, ensuring smooth governance and reporting back on the progress of local affairs.

The passage of these bills is viewed as a landmark achievement in Osun State’s legislative efforts to strengthen the autonomy of local governments. By granting more authority and independence to local leaders, the state aims to improve governance and foster development at the grassroots level.

The statement further disclosed that the legislation would be forwarded to Governor Ademola Adeleke for his assent. This move is seen as a continuation of efforts to align state laws with constitutional provisions for local government autonomy, as recently upheld by the Supreme Court.

These developments underscore the Osun State government’s commitment to empowering local councils, ensuring they have the necessary tools and autonomy to effectively serve their communities.
