During his stay, Biden will engage in discussions with President João Lourenço in Luanda, the capital. He is also scheduled to deliver a speech at the National Slavery Museum. On Wednesday, Biden plans to visit Lobito, an Atlantic port city, to explore the Lobito Corridor project, which aims to restore a crucial railway for transporting minerals from inland countries to the Angolan port of Lobito for export. The project is funded by the US, EU, and other partners and aims to strengthen ties with countries such as the Democratic Republic of Congo and Zambia.

John Kirby, White House National Security Communications Advisor, emphasized that the initiative is a key part of the US’s efforts to promote economic stability and security in Africa, offering an alternative to Chinese investments. This visit comes amid concerns about the growing debt burden in African nations, with Angola’s debt to China reaching $17 billion.

Human rights organizations have urged Biden to address Angola’s human rights record, which includes reports of law enforcement killings and the detention of critics. Despite the ongoing tensions, Angola is seeking to diversify its alliances beyond China and Russia.
