During the event, Interior Minister Dr. Olubunmi Tunji-Ojo revealed that the concept for the Technology Innovation Complex was first proposed 18 years ago but had stalled due to rivalries among agencies and a lack of political will to see it realized.

Minister of Aviation and Aerospace Development, Mr. Festus Keyamo, SAN, noted that upon taking office, both he and the Interior Minister were committed to overcoming interagency rivalries to deliver a world-class facility for the benefit of all Nigerians.

Comptroller General of Immigration Service (CGIS) Kemi Nandap provided an overview of the complex, describing it as more than just a structure; it represents a significant advancement in modernizing immigration infrastructure and is a vital asset in the NIS’s efforts to protect the nation’s borders, effectively manage migration, and enhance national security.

She highlighted that the facility has received certification from the International Civil Aviation Organization (ICAO) and has been integrated with the International Air Transport Association (IATA), ensuring the integrity and accountability of individuals entering Nigeria.

“The BATTIC is a comprehensive complex that comprises several essential components crucial for Nigeria’s security and migration management. These include the Command-and-Control Center for Regular Migration, NIS Data Centre, Visa Approval Centre, Interior Data Centre, Passport Personalization Centre, ECOWAS National Biometric Identity Card (ENBIC) Centre, and a 0.5KW Solar Farm.

“Each component is designed to meet international standards, enabling Nigeria to not only catch up with global practices but also to lead in the management of migration data.

“At the core of BATTIC’s mission is its capability to efficiently manage and analyze diverse data using cutting-edge technology. Key functions and capabilities of this outstanding facility include:

“Advanced Passenger Information (API) and Passenger Name Record (PNR) Analysis, which allows us to assess passenger risk levels prior to their arrival in Nigeria or departure from their home countries.
