Ceasefire Conditions Unveiled By Northern Groups In Tinubu’s Tax Reform Dispute

The groups are demanding that the government address historical inequalities, enhance transparency, ensure accountability, and engage in more extensive consultations to build trust before supporting the reforms. These demands come after President Bola Tinubu directed a review of the bills, tasking the Ministry of Justice to collaborate with the National Assembly to resolve the concerns raised by various groups.
The bills, which have passed their Second Reading in the Senate, include the Nigeria Tax Bill 2024, the Nigeria Tax Administration Bill, and the Nigeria Revenue Service Establishment Bill. However, influential regional organizations, such as the Northern Elders Forum (NEF), Arewa Youth Consultative Forum (AYCF), and Arewa Consultative Forum (ACF), warn that without meeting their conditions, the North’s opposition may persist.
Abdul-Azeez Suleiman, the spokesperson for NEF, stressed that peace cannot be achieved simply by halting the controversy. He emphasized that real peace will only come from addressing the underlying socio-economic challenges facing the North. These include significant issues such as poverty, unemployment, and limited access to education and healthcare.
Many in the North fear that the proposed tax increases could disproportionately affect the region’s already struggling populations, especially if no measures are taken to alleviate these existing challenges. There are also concerns about the perceived lack of transparency in the bill’s introduction and a lack of sufficient consultations with regional stakeholders, which has fueled fears of marginalization.
For any meaningful progress, the groups argue that genuine inclusivity in the negotiations is essential. This process should involve representatives from all sections of Northern society and ensure that their voices are heard. The government must also demonstrate a clear and transparent plan showing how the reforms will benefit the North, especially in terms of infrastructure, healthcare, and education.
The North’s grievances also highlight a longstanding imbalance in resource distribution, with the region feeling shortchanged in terms of public services and investments. The AYCF, led by Yerima Shettima, insists on a more participatory approach, urging the government to address the specific concerns of the North before moving forward with implementation.
In response, the ACF’s National Publicity Secretary, Prof. Tukur Muhammad Baba, indicated that dialogue would be essential for resolving the contentious aspects of the tax reforms. He called for honest negotiations that would reflect the diverse perspectives of all stakeholders.
As the debate continues, regional leaders are voicing concerns about the potential negative impacts of the reforms, particularly on informal sectors that dominate the Northern economy. Many fear that increased tax obligations could harm these sectors, leading to job losses and even greater economic hardships for the youth.
Moreover, concerns about corruption and the mismanagement of tax revenue continue to fuel skepticism about the reforms’ fairness and efficacy. Until these issues are addressed, the Northern groups remain resolute in their opposition, insisting on a more inclusive and transparent negotiation process.
