The move follows Shaibu’s impeachment by the Edo State House of Assembly, based on findings from a seven-man panel chaired by Justice Okungbowa. However, questions have been raised regarding the panel’s procedures and conclusions.

In a letter dated April 8, 2024, signed by Adaze A. Emwanta, a former Commissioner for Information and Orientation under Governor Godwin Obaseki, Shaibu’s legal team outlines the intention to file a formal complaint under the Judicial Discipline Regulations 2017. The letter accuses Justice Okungbowa of misconduct and oath violation, emphasizing Shaibu’s resolve to pursue these allegations through formal channels.

Titled “Re: Notice to obtain a complaint form to file a formal complaint against Hon Justice Daniel Okungbowa, the Chief Judge of Edo State for abuse of office, official misconduct and desecrating his oath of office,” the letter seeks the necessary documentation to proceed with the complaint process.

Shaibu’s petition signifies a legal challenge to the impeachment proceedings and raises broader concerns about judicial conduct and accountability in Edo State.
